Credit-Based vs. Discount-Based Congestion Pricing: A Comparison StudyChih-Yuan Chiu, Devansh Jalota, Marco Pavone
Credit-based congestion pricing (CBCP) and discount-based congestion pricing (DBCP), which respectively allot travel credits and toll discounts to subsidize low-income users' access to tolled roads, have emerged as promising policies for alleviating the societal inequity concerns of congestion pricing. However, since real-world implementations of CBCP and DBCP are nascent, their relative merits remain unclear. In this work, we compare the efficacy of deploying CBCP and DBCP in reducing user costs and increasing toll revenues. We first formulate a non-atomic congestion game in which low-income users receive a travel credit or toll discount for accessing tolled lanes. We establish that, in our formulation, Nash equilibrium flows always exist and can be computed or well approximated via convex programming. Our main result establishes a set of practically relevant conditions under which DBCP provably outperforms CBCP in inducing equilibrium outcomes that minimize a given societal cost, which encodes user cost reduction and toll revenue maximization. Finally, we validate our theoretical contributions via a case study of the 101 Express Lanes Project, a CBCP program implemented in the San Francisco Bay Area.

The computation of equilibrium prices at which the supply of goods matches their demand typically relies on complete information on agents' private attributes, e.g., suppliers' cost functions, which are often unavailable in practice. Motivated by this practical consideration, we consider the problem of learning equilibrium prices over a horizon of $T$ periods in the incomplete information setting wherein a market operator seeks to satisfy the customer demand for a commodity by purchasing it from competing suppliers with cost functions unknown to the operator. We first consider the setting when suppliers' cost functions are fixed and develop algorithms that, on three pertinent regret metrics, simultaneously achieve a regret of $O(1)$ when the customer demand is constant over time, and $O(\sqrt{T})$ when the demand varies over time. In the setting when the suppliers' cost functions vary over time, we demonstrate that, in general, no online algorithm can achieve sublinear regret on all three metrics. Thus, we consider an augmented setting wherein the operator has access to hints/contexts that reflect the variation in the cost functions and propose an algorithm with sublinear regret in this augmented setting. Finally, we present numerical experiments that validate our results and discuss various model extensions.

Stochastic Online Fisher Markets: Static Pricing Limits and Adaptive EnhancementsDevansh Jalota, Yinyu Ye
Fisher markets are one of the most fundamental models for resource allocation. However, the problem of computing equilibrium prices in Fisher markets typically relies on complete knowledge of users' budgets and utility functions and requires transactions to happen in a static market where all users are present simultaneously. Motivated by these practical considerations, we study an online variant of Fisher markets, wherein users with privately known utility and budget parameters, drawn i.i.d. from a distribution, arrive sequentially. In this setting, we first study the limitations of static pricing algorithms, which set uniform prices for all users, along two performance metrics: (i) regret, i.e., the optimality gap in the objective of the Eisenberg-Gale program between an online algorithm and an oracle with complete information, and (ii) capacity violations, i.e., the over-consumption of goods relative to their capacities. Given the limitations of static pricing, we design adaptive posted-pricing algorithms, one with knowledge of the distribution of users' budget and utility parameters and another that adjusts prices solely based on past observations of user consumption, i.e., revealed preference feedback, with improved performance guarantees. Finally, we present numerical experiments to compare our revealed preference algorithm's performance to several benchmarks.

In transportation networks, users typically choose routes in a decentralized and self-interested manner to minimize their individual travel costs, which, in practice, often results in inefficient overall outcomes for society. As a result, there has been a growing interest in designing road tolling schemes to cope with these efficiency losses and steer users toward a system-efficient traffic pattern. However, the efficacy of road tolling schemes often relies on having access to complete information on users' trip attributes, such as their origin-destination (O-D) travel information and their values of time, which may not be available in practice. Motivated by this practical consideration, we propose an online learning approach to set tolls in a traffic network to drive heterogeneous users with different values of time toward a system-efficient traffic pattern. In particular, we develop a simple yet effective algorithm that adjusts tolls at each time period solely based on the observed aggregate flows on the roads of the network without relying on any additional trip attributes of users, thereby preserving user privacy. In the setting where the O-D pairs and values of time of users are drawn i.i.d. at each period, we show that our approach obtains an expected regret and road capacity violation of $O(\sqrt{T})$, where $T$ is the number of periods over which tolls are updated. Our regret guarantee is relative to an offline oracle that has complete information on users' trip attributes. We further establish a $Ω(\sqrt{T})$ lower bound on the regret of any algorithm, which establishes that our algorithm is optimal up to constants. Finally, we demonstrate the superior performance of our approach relative to several benchmarks on a real-world transportation network, thereby highlighting its practical applicability.
