This is the system card published alongside the OpenAI GPT-5 launch, August 2025. GPT-5 is a unified system with a smart and fast model that answers most questions, a deeper reasoning model for harder problems, and a real-time router that quickly decides which model to use based on conversation type, complexity, tool needs, and explicit intent (for example, if you say 'think hard about this' in the prompt). The router is continuously trained on real signals, including when users switch models, preference rates for responses, and measured correctness, improving over time. Once usage limits are reached, a mini version of each model handles remaining queries. This system card focuses primarily on gpt-5-thinking and gpt-5-main, while evaluations for other models are available in the appendix. The GPT-5 system not only outperforms previous models on benchmarks and answers questions more quickly, but -- more importantly -- is more useful for real-world queries. We've made significant advances in reducing hallucinations, improving instruction following, and minimizing sycophancy, and have leveled up GPT-5's performance in three of ChatGPT's most common uses: writing, coding, and health. All of the GPT-5 models additionally feature safe-completions, our latest approach to safety training to prevent disallowed content. Similarly to ChatGPT agent, we have decided to treat gpt-5-thinking as High capability in the Biological and Chemical domain under our Preparedness Framework, activating the associated safeguards. While we do not have definitive evidence that this model could meaningfully help a novice to create severe biological harm -- our defined threshold for High capability -- we have chosen to take a precautionary approach.

Effective exploration is a challenge in reinforcement learning (RL). Novelty-based exploration methods can suffer in high-dimensional state spaces, such as continuous partially-observable 3D environments. We address this challenge by defining novelty using semantically meaningful state abstractions, which can be found in learned representations shaped by natural language. In particular, we evaluate vision-language representations, pretrained on natural image captioning datasets. We show that these pretrained representations drive meaningful, task-relevant exploration and improve performance on 3D simulated environments. We also characterize why and how language provides useful abstractions for exploration by considering the impacts of using representations from a pretrained model, a language oracle, and several ablations. We demonstrate the benefits of our approach in two very different task domains -- one that stresses the identification and manipulation of everyday objects, and one that requires navigational exploration in an expansive world. Our results suggest that using language-shaped representations could improve exploration for various algorithms and agents in challenging environments.

Multi-agent artificial intelligence research promises a path to develop intelligent technologies that are more human-like and more human-compatible than those produced by "solipsistic" approaches, which do not consider interactions between agents. Melting Pot is a research tool developed to facilitate work on multi-agent artificial intelligence, and provides an evaluation protocol that measures generalization to novel social partners in a set of canonical test scenarios. Each scenario pairs a physical environment (a "substrate") with a reference set of co-players (a "background population"), to create a social situation with substantial interdependence between the individuals involved. For instance, some scenarios were inspired by institutional-economics-based accounts of natural resource management and public-good-provision dilemmas. Others were inspired by considerations from evolutionary biology, game theory, and artificial life. Melting Pot aims to cover a maximally diverse set of interdependencies and incentives. It includes the commonly-studied extreme cases of perfectly-competitive (zero-sum) motivations and perfectly-cooperative (shared-reward) motivations, but does not stop with them. As in real-life, a clear majority of scenarios in Melting Pot have mixed incentives. They are neither purely competitive nor purely cooperative and thus demand successful agents be able to navigate the resulting ambiguity. Here we describe Melting Pot 2.0, which revises and expands on Melting Pot. We also introduce support for scenarios with asymmetric roles, and explain how to integrate them into the evaluation protocol. This report also contains: (1) details of all substrates and scenarios; (2) a complete description of all baseline algorithms and results. Our intention is for it to serve as a reference for researchers using Melting Pot 2.0.

Confronting Reward Model Overoptimization with Constrained RLHFTed Moskovitz, Aaditya K. Singh, DJ Strouse et al.
Large language models are typically aligned with human preferences by optimizing $\textit{reward models}$ (RMs) fitted to human feedback. However, human preferences are multi-faceted, and it is increasingly common to derive reward from a composition of simpler reward models which each capture a different aspect of language quality. This itself presents a challenge, as it is difficult to appropriately weight these component RMs when combining them. Compounding this difficulty, because any RM is only a proxy for human evaluation, this process is vulnerable to $\textit{overoptimization}$, wherein past a certain point, accumulating higher reward is associated with worse human ratings. In this paper, we perform, to our knowledge, the first study on overoptimization in composite RMs, showing that correlation between component RMs has a significant effect on the locations of these points. We then introduce an approach to solve this issue using constrained reinforcement learning as a means of preventing the agent from exceeding each RM's threshold of usefulness. Our method addresses the problem of weighting component RMs by learning dynamic weights, naturally expressed by Lagrange multipliers. As a result, each RM stays within the range at which it is an effective proxy, improving evaluation performance. Finally, we introduce an adaptive method using gradient-free optimization to identify and optimize towards these points during a single run.

In-context Reinforcement Learning with Algorithm DistillationMichael Laskin, Luyu Wang, Junhyuk Oh et al.
We propose Algorithm Distillation (AD), a method for distilling reinforcement learning (RL) algorithms into neural networks by modeling their training histories with a causal sequence model. Algorithm Distillation treats learning to reinforcement learn as an across-episode sequential prediction problem. A dataset of learning histories is generated by a source RL algorithm, and then a causal transformer is trained by autoregressively predicting actions given their preceding learning histories as context. Unlike sequential policy prediction architectures that distill post-learning or expert sequences, AD is able to improve its policy entirely in-context without updating its network parameters. We demonstrate that AD can reinforcement learn in-context in a variety of environments with sparse rewards, combinatorial task structure, and pixel-based observations, and find that AD learns a more data-efficient RL algorithm than the one that generated the source data.

HARP: A challenging human-annotated math reasoning benchmarkAlbert S. Yue, Lovish Madaan, Ted Moskovitz et al.
Math reasoning is becoming an ever increasing area of focus as we scale large language models. However, even the previously-toughest evals like MATH are now close to saturated by frontier models (90.0% for o1-mini and 86.5% for Gemini 1.5 Pro). We introduce HARP, Human Annotated Reasoning Problems (for Math), consisting of 5,409 problems from the US national math competitions (A(J)HSME, AMC, AIME, USA(J)MO). Of these, 4,780 have answers that are automatically check-able (with libraries such as SymPy). These problems range six difficulty levels, with frontier models performing relatively poorly on the hardest bracket of 197 problems (average accuracy 41.1% for o1-mini, and 9.6% for Gemini 1.5 Pro). Our dataset also features multiple choices (for 4,110 problems) and an average of two human-written, ground-truth solutions per problem, offering new avenues of research that we explore briefly. We report evaluations for many frontier models and share some interesting analyses, such as demonstrating that frontier models across families intrinsically scale their inference-time compute for more difficult problems. Gemini 1.5: Unlocking multimodal understanding across millions of tokens of contextGemini Team, Petko Georgiev, Ving Ian Lei et al. · deepmind, mila
In this report, we introduce the Gemini 1.5 family of models, representing the next generation of highly compute-efficient multimodal models capable of recalling and reasoning over fine-grained information from millions of tokens of context, including multiple long documents and hours of video and audio. The family includes two new models: (1) an updated Gemini 1.5 Pro, which exceeds the February version on the great majority of capabilities and benchmarks; (2) Gemini 1.5 Flash, a more lightweight variant designed for efficiency with minimal regression in quality. Gemini 1.5 models achieve near-perfect recall on long-context retrieval tasks across modalities, improve the state-of-the-art in long-document QA, long-video QA and long-context ASR, and match or surpass Gemini 1.0 Ultra's state-of-the-art performance across a broad set of benchmarks. Studying the limits of Gemini 1.5's long-context ability, we find continued improvement in next-token prediction and near-perfect retrieval (>99%) up to at least 10M tokens, a generational leap over existing models such as Claude 3.0 (200k) and GPT-4 Turbo (128k). Finally, we highlight real-world use cases, such as Gemini 1.5 collaborating with professionals on completing their tasks achieving 26 to 75% time savings across 10 different job categories, as well as surprising new capabilities of large language models at the frontier; when given a grammar manual for Kalamang, a language with fewer than 200 speakers worldwide, the model learns to translate English to Kalamang at a similar level to a person who learned from the same content.

In this report, we introduce the Gemini 2.X model family: Gemini 2.5 Pro and Gemini 2.5 Flash, as well as our earlier Gemini 2.0 Flash and Flash-Lite models. Gemini 2.5 Pro is our most capable model yet, achieving SoTA performance on frontier coding and reasoning benchmarks. In addition to its incredible coding and reasoning skills, Gemini 2.5 Pro is a thinking model that excels at multimodal understanding and it is now able to process up to 3 hours of video content. Its unique combination of long context, multimodal and reasoning capabilities can be combined to unlock new agentic workflows. Gemini 2.5 Flash provides excellent reasoning abilities at a fraction of the compute and latency requirements and Gemini 2.0 Flash and Flash-Lite provide high performance at low latency and cost. Taken together, the Gemini 2.X model generation spans the full Pareto frontier of model capability vs cost, allowing users to explore the boundaries of what is possible with complex agentic problem solving.

Tokenization counts: the impact of tokenization on arithmetic in frontier LLMsAaditya K. Singh, DJ Strouse
Tokenization, the division of input text into input tokens, is an often overlooked aspect of the large language model (LLM) pipeline and could be the source of useful or harmful inductive biases. Historically, LLMs have relied on byte pair encoding, without care to specific input domains. With the increased use of LLMs for reasoning, various number-specific tokenization schemes have been adopted, with popular models like LLaMa and PaLM opting for single-digit tokenization while GPT-3.5 and GPT-4 have separate tokens for each 1-, 2-, and 3-digit numbers. In this work, we study the effect this choice has on numerical reasoning through the use of arithmetic tasks. We consider left-to-right and right-to-left tokenization for GPT-3.5 and -4, finding that right-to-left tokenization (enforced by comma separating numbers at inference time) leads to largely improved performance. Furthermore, we find that model errors when using standard left-to-right tokenization follow stereotyped error patterns, suggesting that model computations are systematic rather than approximate. We show that the model is able to convert between tokenizations easily, thus allowing chain-of-thought-inspired approaches to recover performance on left-to-right tokenized inputs. We also find the gap between tokenization directions decreases when models are scaled, possibly indicating that larger models are better able to override this tokenization-dependent inductive bias. In summary, our work performs the first study of how number tokenization choices lead to differences in model performance on arithmetic tasks, accompanied by a thorough analysis of error patterns. We hope this work inspires practitioners to more carefully ablate number tokenization-related choices when working towards general models of numerical reasoning.

Collaborating with Humans without Human DataDJ Strouse, Kevin R. McKee, Matt Botvinick et al.
Collaborating with humans requires rapidly adapting to their individual strengths, weaknesses, and preferences. Unfortunately, most standard multi-agent reinforcement learning techniques, such as self-play (SP) or population play (PP), produce agents that overfit to their training partners and do not generalize well to humans. Alternatively, researchers can collect human data, train a human model using behavioral cloning, and then use that model to train "human-aware" agents ("behavioral cloning play", or BCP). While such an approach can improve the generalization of agents to new human co-players, it involves the onerous and expensive step of collecting large amounts of human data first. Here, we study the problem of how to train agents that collaborate well with human partners without using human data. We argue that the crux of the problem is to produce a diverse set of training partners. Drawing inspiration from successful multi-agent approaches in competitive domains, we find that a surprisingly simple approach is highly effective. We train our agent partner as the best response to a population of self-play agents and their past checkpoints taken throughout training, a method we call Fictitious Co-Play (FCP). Our experiments focus on a two-player collaborative cooking simulator that has recently been proposed as a challenge problem for coordination with humans. We find that FCP agents score significantly higher than SP, PP, and BCP when paired with novel agent and human partners. Furthermore, humans also report a strong subjective preference to partnering with FCP agents over all baselines.

Unsupervised skill learning objectives (Gregor et al., 2016, Eysenbach et al., 2018) allow agents to learn rich repertoires of behavior in the absence of extrinsic rewards. They work by simultaneously training a policy to produce distinguishable latent-conditioned trajectories, and a discriminator to evaluate distinguishability by trying to infer latents from trajectories. The hope is for the agent to explore and master the environment by encouraging each skill (latent) to reliably reach different states. However, an inherent exploration problem lingers: when a novel state is actually encountered, the discriminator will necessarily not have seen enough training data to produce accurate and confident skill classifications, leading to low intrinsic reward for the agent and effective penalization of the sort of exploration needed to actually maximize the objective. To combat this inherent pessimism towards exploration, we derive an information gain auxiliary objective that involves training an ensemble of discriminators and rewarding the policy for their disagreement. Our objective directly estimates the epistemic uncertainty that comes from the discriminator not having seen enough training examples, thus providing an intrinsic reward more tailored to the true objective compared to pseudocount-based methods (Burda et al., 2019). We call this exploration bonus discriminator disagreement intrinsic reward, or DISDAIN. We demonstrate empirically that DISDAIN improves skill learning both in a tabular grid world (Four Rooms) and the 57 games of the Atari Suite (from pixels). Thus, we encourage researchers to treat pessimism with DISDAIN.

Learning Truthful, Efficient, and Welfare Maximizing Auction RulesAndrea Tacchetti, DJ Strouse, Marta Garnelo et al.
From social networks to supply chains, more and more aspects of how humans, firms and organizations interact is mediated by artificial learning agents. As the influence of machine learning systems grows, it is paramount that we study how to imbue our modern institutions with our own values and principles. Here we consider the problem of allocating goods to buyers who have preferences over them in settings where the seller's aim is not to maximize their monetary gains, but rather to advance some notion of social welfare (e.g. the government trying to award construction licenses for hospitals or schools). This problem has a long history in economics, and solutions take the form of auction rules. Researchers have proposed reliable auction rules that work in extremely general settings, and in the presence of information asymmetry and strategic buyers. However, these protocols require significant payments from participants resulting in low aggregate welfare. Here we address this shortcoming by casting auction rule design as a statistical learning problem, and trade generality for participant welfare effectively and automatically with a novel deep learning network architecture and auction representation. Our analysis shows that our auction rules outperform state-of-the art approaches in terms of participants welfare, applicability, robustness.

Social Influence as Intrinsic Motivation for Multi-Agent Deep Reinforcement LearningNatasha Jaques, Angeliki Lazaridou, Edward Hughes et al.
We propose a unified mechanism for achieving coordination and communication in Multi-Agent Reinforcement Learning (MARL), through rewarding agents for having causal influence over other agents' actions. Causal influence is assessed using counterfactual reasoning. At each timestep, an agent simulates alternate actions that it could have taken, and computes their effect on the behavior of other agents. Actions that lead to bigger changes in other agents' behavior are considered influential and are rewarded. We show that this is equivalent to rewarding agents for having high mutual information between their actions. Empirical results demonstrate that influence leads to enhanced coordination and communication in challenging social dilemma environments, dramatically increasing the learning curves of the deep RL agents, and leading to more meaningful learned communication protocols. The influence rewards for all agents can be computed in a decentralized way by enabling agents to learn a model of other agents using deep neural networks. In contrast, key previous works on emergent communication in the MARL setting were unable to learn diverse policies in a decentralized manner and had to resort to centralized training. Consequently, the influence reward opens up a window of new opportunities for research in this area.

Learning to cooperate with friends and compete with foes is a key component of multi-agent reinforcement learning. Typically to do so, one requires access to either a model of or interaction with the other agent(s). Here we show how to learn effective strategies for cooperation and competition in an asymmetric information game with no such model or interaction. Our approach is to encourage an agent to reveal or hide their intentions using an information-theoretic regularizer. We consider both the mutual information between goal and action given state, as well as the mutual information between goal and state. We show how to optimize these regularizers in a way that is easy to integrate with policy gradient reinforcement learning. Finally, we demonstrate that cooperative (competitive) policies learned with our approach lead to more (less) reward for a second agent in two simple asymmetric information games.

The information bottleneck (IB) approach to clustering takes a joint distribution $P\!\left(X,Y\right)$ and maps the data $X$ to cluster labels $T$ which retain maximal information about $Y$ (Tishby et al., 1999). This objective results in an algorithm that clusters data points based upon the similarity of their conditional distributions $P\!\left(Y\mid X\right)$. This is in contrast to classic "geometric clustering'' algorithms such as $k$-means and gaussian mixture models (GMMs) which take a set of observed data points $\left\{ \mathbf{x}_{i}\right\} _{i=1:N}$ and cluster them based upon their geometric (typically Euclidean) distance from one another. Here, we show how to use the deterministic information bottleneck (DIB) (Strouse and Schwab, 2017), a variant of IB, to perform geometric clustering, by choosing cluster labels that preserve information about data point location on a smoothed dataset. We also introduce a novel method to choose the number of clusters, based on identifying solutions where the tradeoff between number of clusters used and spatial information preserved is strongest. We apply this approach to a variety of simple clustering problems, showing that DIB with our model selection procedure recovers the generative cluster labels. We also show that, in particular limits of our model parameters, clustering with DIB and IB is equivalent to $k$-means and EM fitting of a GMM with hard and soft assignments, respectively. Thus, clustering with (D)IB generalizes and provides an information-theoretic perspective on these classic algorithms.

Lossy compression and clustering fundamentally involve a decision about what features are relevant and which are not. The information bottleneck method (IB) by Tishby, Pereira, and Bialek formalized this notion as an information-theoretic optimization problem and proposed an optimal tradeoff between throwing away as many bits as possible, and selectively keeping those that are most important. In the IB, compression is measure my mutual information. Here, we introduce an alternative formulation that replaces mutual information with entropy, which we call the deterministic information bottleneck (DIB), that we argue better captures this notion of compression. As suggested by its name, the solution to the DIB problem turns out to be a deterministic encoder, or hard clustering, as opposed to the stochastic encoder, or soft clustering, that is optimal under the IB. We compare the IB and DIB on synthetic data, showing that the IB and DIB perform similarly in terms of the IB cost function, but that the DIB significantly outperforms the IB in terms of the DIB cost function. We also empirically find that the DIB offers a considerable gain in computational efficiency over the IB, over a range of convergence parameters. Our derivation of the DIB also suggests a method for continuously interpolating between the soft clustering of the IB and the hard clustering of the DIB.
