A Neuro-Symbolic Framework for Accountability in Public-Sector AI

Allen Daniel Sunny

Automated eligibility systems increasingly determine access to essential public benefits, but the explanations they generate often fail to reflect the legal rules that authorize those decisions. This thesis develops a legally grounded explainability framework that links system-generated decision justifications to the statutory constraints of CalFresh, California's Supplemental Nutrition Assistance Program. The framework combines a structured ontology of eligibility requirements derived from the state's Manual of Policies and Procedures (MPP), a rule extraction pipeline that expresses statutory logic in a verifiable formal representation, and a solver-based reasoning layer to evaluate whether the explanation aligns with governing law. Case evaluations demonstrate the framework's ability to detect legally inconsistent explanations, highlight violated eligibility rules, and support procedural accountability by making the basis of automated determinations traceable and contestable.

Preliminary Quantitative Study on Explainability and Trust in AI Systems

Allen Daniel Sunny

Large-scale AI models such as GPT-4 have accelerated the deployment of artificial intelligence across critical domains including law, healthcare, and finance, raising urgent questions about trust and transparency. This study investigates the relationship between explainability and user trust in AI systems through a quantitative experimental design. Using an interactive, web-based loan approval simulation, we compare how different types of explanations, ranging from basic feature importance to interactive counterfactuals influence perceived trust. Results suggest that interactivity enhances both user engagement and confidence, and that the clarity and relevance of explanations are key determinants of trust. These findings contribute empirical evidence to the growing field of human-centered explainable AI, highlighting measurable effects of explainability design on user perception

TangledFeatures: Robust Feature Selection in Highly Correlated Spaces

Allen Daniel Sunny

Feature selection is a fundamental step in model development, shaping both predictive performance and interpretability. Yet, most widely used methods focus on predictive accuracy, and their performance degrades in the presence of correlated predictors. To address this gap, we introduce TangledFeatures, a framework for feature selection in correlated feature spaces. It identifies representative features from groups of entangled predictors, reducing redundancy while retaining explanatory power. The resulting feature subset can be directly applied in downstream models, offering a more interpretable and stable basis for analysis compared to traditional selection techniques. We demonstrate the effectiveness of TangledFeatures on Alanine Dipeptide, applying it to the prediction of backbone torsional angles and show that the selected features correspond to structurally meaningful intra-atomic distances that explain variation in these angles.

StructuralDecompose: A Modular Framework for Robust Time Series Decomposition in R

Allen Daniel Sunny

We present StructuralDecompose, an R package for modular and interpretable time series decomposition. Unlike existing approaches that treat decomposition as a monolithic process, StructuralDecompose separates the analysis into distinct components: changepoint detection, anomaly detection, smoothing, and decomposition. This design provides flexibility and robust- ness, allowing users to tailor methods to specific time series characteristics. We demonstrate the package on simulated and real-world datasets, benchmark its performance against state-of-the- art tools such as Rbeast and autostsm, and discuss its role in interpretable machine learning workflows.
