Responsible AI for Test Equity and Quality: The Duolingo English Test as a Case Study

Artificial intelligence (AI) creates opportunities for assessments, such as efficiencies for item generation and scoring of spoken and written responses. At the same time, it poses risks (such as bias in AI-generated item content). Responsible AI (RAI) practices aim to mitigate risks associated with AI. This chapter addresses the critical role of RAI practices in achieving test quality (appropriateness of test score inferences), and test equity (fairness to all test takers). To illustrate, the chapter presents a case study using the Duolingo English Test (DET), an AI-powered, high-stakes English language assessment. The chapter discusses the DET RAI standards, their development and their relationship to domain-agnostic RAI principles. Further, it provides examples of specific RAI practices, showing how these practices meaningfully address the ethical principles of validity and reliability, fairness, privacy and security, and transparency and accountability standards to ensure test equity and quality.

Disclosure or Marketing? Analyzing the Efficacy of Vendor Self-reports for Vetting Public-sector AI

Documentation-based disclosure has become a central governance strategy for responsible AI, particularly in public-sector procurement. Tools such as model cards, datasheets, and AI FactSheets are increasingly expected to support accountability, risk assessment, and informed decision-making across organizational boundaries. Yet there is limited empirical evidence about how these artifacts are produced, interpreted, and used in practice. In this paper, we present a qualitative study of the GovAI Coalition FactSheet, a widely adopted transparency document designed to support AI procurement and governance in government contexts. Drawing on semi-structured interviews with vendors and public-sector practitioners, alongside a systematic analysis of completed FactSheets, we examine how FactSheets are used, what information they surface, and where they fall short. We find that FactSheets are asked to serve multiple and conflicting purposes simultaneously: showcasing vendor offerings, supporting evaluation and due diligence, and facilitating early-stage dialogue between vendors and agencies. These competing expectations, combined with the structural constraints of voluntary and public self-disclosure, limit the ability of FactSheets to function as standalone evaluation or risk-assessment tools. At the same time, our findings suggest that when understood as relational artifacts used to establish trust, shared understanding, and ongoing dialogue, FactSheets can help create conditions that support more meaningful disclosure and governance over time.

Legacy Procurement Practices Shape How U.S. Cities Govern AI: Understanding Government Employees' Practices, Challenges, and Needs

Most AI tools adopted by governments are not developed internally, but instead are acquired from third-party vendors in a process called public procurement. In this paper, we conduct the first empirical study of how United States cities' procurement practices shape critical decisions surrounding public sector AI. We conduct semi-structured interviews with 19 city employees who oversee AI procurement across 7 U.S. cities. We found that cities' legacy procurement practices, which are shaped by decades-old laws and norms, establish infrastructure that determines which AI is purchased, and which actors hold decision-making power over procured AI. We characterize the emerging actions cities have taken to adapt their purchasing practices to address algorithmic harms. From employees' reflections on real-world AI procurements, we identify three key challenges that motivate but are not fully addressed by existing AI procurement reform initiatives. Based on these findings, we discuss implications and opportunities for the FAccT community to support cities in foreseeing and preventing AI harms throughout the public procurement processes.

The Values Encoded in Machine Learning Research

Machine learning currently exerts an outsized influence on the world, increasingly affecting institutional practices and impacted communities. It is therefore critical that we question vague conceptions of the field as value-neutral or universally beneficial, and investigate what specific values the field is advancing. In this paper, we first introduce a method and annotation scheme for studying the values encoded in documents such as research papers. Applying the scheme, we analyze 100 highly cited machine learning papers published at premier machine learning conferences, ICML and NeurIPS. We annotate key features of papers which reveal their values: their justification for their choice of project, which attributes of their project they uplift, their consideration of potential negative consequences, and their institutional affiliations and funding sources. We find that few of the papers justify how their project connects to a societal need (15\%) and far fewer discuss negative potential (1\%). Through line-by-line content analysis, we identify 59 values that are uplifted in ML research, and, of these, we find that the papers most frequently justify and assess themselves based on Performance, Generalization, Quantitative evidence, Efficiency, Building on past work, and Novelty. We present extensive textual evidence and identify key themes in the definitions and operationalization of these values. Notably, we find systematic textual evidence that these top values are being defined and applied with assumptions and implications generally supporting the centralization of power.Finally, we find increasingly close ties between these highly cited papers and tech companies and elite universities.

Value-laden Disciplinary Shifts in Machine Learning

As machine learning models are increasingly used for high-stakes decision making, scholars have sought to intervene to ensure that such models do not encode undesirable social and political values. However, little attention thus far has been given to how values influence the machine learning discipline as a whole. How do values influence what the discipline focuses on and the way it develops? If undesirable values are at play at the level of the discipline, then intervening on particular models will not suffice to address the problem. Instead, interventions at the disciplinary-level are required. This paper analyzes the discipline of machine learning through the lens of philosophy of science. We develop a conceptual framework to evaluate the process through which types of machine learning models (e.g. neural networks, support vector machines, graphical models) become predominant. The rise and fall of model-types is often framed as objective progress. However, such disciplinary shifts are more nuanced. First, we argue that the rise of a model-type is self-reinforcing--it influences the way model-types are evaluated. For example, the rise of deep learning was entangled with a greater focus on evaluations in compute-rich and data-rich environments. Second, the way model-types are evaluated encodes loaded social and political values. For example, a greater focus on evaluations in compute-rich and data-rich environments encodes values about centralization of power, privacy, and environmental concerns.
