Federated Learning (FL) is a privacy-preserving distributed learning approach that is rapidly developing in an era where privacy protection is increasingly valued. It is this rapid development trend, along with the continuous emergence of new demands for FL in the real world, that prompts us to focus on a very important problem: Federated Learning with New Knowledge. The primary challenge here is to effectively incorporate various new knowledge into existing FL systems and evolve these systems to reduce costs, extend their lifespan, and facilitate sustainable development. In this paper, we systematically define the main sources of new knowledge in FL, including new features, tasks, models, and algorithms. For each source, we thoroughly analyze and discuss how to incorporate new knowledge into existing FL systems and examine the impact of the form and timing of new knowledge arrival on the incorporation process. Furthermore, we comprehensively discuss the potential future directions for FL with new knowledge, considering a variety of factors such as scenario setups, efficiency, and security. Seeing Symbols, Missing Cultures: Probing Vision-Language Models' Reasoning on Fire Imagery and Cultural MeaningHaorui Yu, Yang Zhao, Yijia Chu et al.
Vision-Language Models (VLMs) often appear culturally competent but rely on superficial pattern matching rather than genuine cultural understanding. We introduce a diagnostic framework to probe VLM reasoning on fire-themed cultural imagery through both classification and explanation analysis. Testing multiple models on Western festivals, non-Western traditions, and emergency scenes reveals systematic biases: models correctly identify prominent Western festivals but struggle with underrepresented cultural events, frequently offering vague labels or dangerously misclassifying emergencies as celebrations. These failures expose the risks of symbolic shortcuts and highlight the need for cultural evaluation beyond accuracy metrics to ensure interpretable and fair multimodal systems.

Digital Gatekeepers: Exploring Large Language Model's Role in Immigration DecisionsYicheng Mao, Yang Zhao
With globalization and increasing immigrant populations, immigration departments face significant work-loads and the challenge of ensuring fairness in decision-making processes. Integrating artificial intelligence offers a promising solution to these challenges. This study investigates the potential of large language models (LLMs),such as GPT-3.5 and GPT-4, in supporting immigration decision-making. Utilizing a mixed-methods approach,this paper conducted discrete choice experiments and in-depth interviews to study LLM decision-making strategies and whether they are fair. Our findings demonstrate that LLMs can align their decision-making with human strategies, emphasizing utility maximization and procedural fairness. Meanwhile, this paper also reveals that while ChatGPT has safeguards to prevent unintentional discrimination, it still exhibits stereotypes and biases concerning nationality and shows preferences toward privileged group. This dual analysis highlights both the potential and limitations of LLMs in automating and enhancing immigration decisions.
