BLOOM: A 176B-Parameter Open-Access Multilingual Language Model

Large language models (LLMs) have been shown to be able to perform new tasks based on a few demonstrations or natural language instructions. While these capabilities have led to widespread adoption, most LLMs are developed by resource-rich organizations and are frequently kept from the public. As a step towards democratizing this powerful technology, we present BLOOM, a 176B-parameter open-access language model designed and built thanks to a collaboration of hundreds of researchers. BLOOM is a decoder-only Transformer language model that was trained on the ROOTS corpus, a dataset comprising hundreds of sources in 46 natural and 13 programming languages (59 in total). We find that BLOOM achieves competitive performance on a wide variety of benchmarks, with stronger results after undergoing multitask prompted finetuning. To facilitate future research and applications using LLMs, we publicly release our models and code under the Responsible AI License.

Data Governance in the Age of Large-Scale Data-Driven Language Technology

The recent emergence and adoption of Machine Learning technology, and specifically of Large Language Models, has drawn attention to the need for systematic and transparent management of language data. This work proposes an approach to global language data governance that attempts to organize data management amongst stakeholders, values, and rights. Our proposal is informed by prior work on distributed governance that accounts for human values and grounded by an international research collaboration that brings together researchers and practitioners from 60 countries. The framework we present is a multi-party international governance structure focused on language data, and incorporating technical and organizational tools needed to support its work.

Considerations for Multilingual Wikipedia Research

English Wikipedia has long been an important data source for much research and natural language machine learning modeling. The growth of non-English language editions of Wikipedia, greater computational resources, and calls for equity in the performance of language and multimodal models have led to the inclusion of many more language editions of Wikipedia in datasets and models. Building better multilingual and multimodal models requires more than just access to expanded datasets; it also requires a better understanding of what is in the data and how this content was generated. This paper seeks to provide some background to help researchers think about what differences might arise between different language editions of Wikipedia and how that might affect their models. It details three major ways in which content differences between language editions arise (local context, community and governance, and technology) and recommendations for good practices when using multilingual and multimodal data for research and modeling.

Integrating Machine-Generated Short Descriptions into the Wikipedia Android App: A Pilot Deployment of Descartes

Short descriptions are a key part of the Wikipedia user experience, but their coverage remains uneven across languages and topics. In previous work, we introduced Descartes, a multilingual model for generating short descriptions. In this report, we present the results of a pilot deployment of Descartes in the Wikipedia Android app, where editors were offered suggestions based on outputs from Descartes while editing short descriptions. The experiment spanned 12 languages, with over 3,900 articles and 375 editors participating. Overall, 90% of accepted Descartes descriptions were rated at least 3 out of 5 in quality, and their average ratings were comparable to human-written ones. Editors adopted machine suggestions both directly and with modifications, while the rate of reverts and reports remained low. The pilot also revealed practical considerations for deployment, including latency, language-specific gaps, and the need for safeguards around sensitive topics. These results indicate that Descartes's short descriptions can support editors in reducing content gaps, provided that technical, design, and community guardrails are in place.

Edisum: Summarizing and Explaining Wikipedia Edits at Scale

An edit summary is a succinct comment written by a Wikipedia editor explaining the nature of, and reasons for, an edit to a Wikipedia page. Edit summaries are crucial for maintaining the encyclopedia: they are the first thing seen by content moderators and they help them decide whether to accept or reject an edit. Additionally, edit summaries constitute a valuable data source for researchers. Unfortunately, as we show, for many edits, summaries are either missing or incomplete. To overcome this problem and help editors write useful edit summaries, we propose a model for recommending edit summaries generated by a language model trained to produce good edit summaries given the representation of an edit diff. To overcome the challenges of mixed-quality training data and efficiency requirements imposed by the scale of Wikipedia, we fine-tune a small generative language model on a curated mix of human and synthetic data. Our model performs on par with human editors. Commercial large language models are able to solve this task better than human editors, but are not well suited for Wikipedia, while open-source ones fail on this task. More broadly, we showcase how language modeling technology can be used to support humans in maintaining one of the largest and most visible projects on the Web.

Not at Home on the Range: Peer Production and the Urban/Rural Divide

Wikipedia articles about places, OpenStreetMap features, and other forms of peer-produced content have become critical sources of geographic knowledge for humans and intelligent technologies. In this paper, we explore the effectiveness of the peer production model across the rural/urban divide, a divide that has been shown to be an important factor in many online social systems. We find that in both Wikipedia and OpenStreetMap, peer-produced content about rural areas is of systematically lower quality, is less likely to have been produced by contributors who focus on the local area, and is more likely to have been generated by automated software agents (i.e. bots). We then codify the systemic challenges inherent to characterizing rural phenomena through peer production and discuss potential solutions.
